Fiji faces the risk of potential United States aid cuts and possible sanctions if it is downgraded in the next US State Department Trafficking in Persons (TIP) Report, according to investigative reporting by the Organised Crime and Corruption Reporting Project (OCCRP) concerning alleged trafficking indicators linked to Grace Road–associated operations.
The TIP Report ranks countries based on their efforts to prevent human trafficking, prosecute offenders, and protect victims. Fiji is currently listed on the Tier 2 Watch List, meaning authorities are seen as making efforts but not yet fully meeting minimum anti-trafficking standards. A downgrade to Tier 3 — the lowest ranking — can trigger restrictions on certain categories of US government assistance and financing support.
OCCRP reports have cited accounts from former Grace Road members and workers who alleged exploitative labour conditions, excessive working hours, movement restrictions, and unpaid wages within affiliated businesses.
One OCCRP report states that former members who fled Fiji have indicated they are prepared to return to give evidence to authorities regarding their experiences.
The reporting also quotes US officials expressing concern about alleged trafficking indicators connected to the group’s operations.

The investigations further noted that questions have been raised in reporting and by critics about whether any public officials received benefits or hospitality linked to Grace Road–associated businesses, including wellness or massage services.
US officials told OCCRP that Fiji had been urged to demonstrate concrete enforcement progress within a set review period. A downgrade decision would depend on prosecutorial action, victim protection measures, and regulatory enforcement outcomes.
Fiji authorities have previously said law enforcement and regulatory agencies are reviewing complaints and that case files have been referred for legal assessment. Government representatives have also stated they are cooperating with international partners on anti-trafficking obligations.
Grace Road has consistently denied allegations of abuse or coercion, and have yet to answer our questions.
