Ministry Holds Review of Labour Mobility Programme

Fiji Ministry of Employment, Productivity and Workplace Relations yesterday commenced a three-day internal review workshop of the Labour Mobility Programme, aimed at strengthening programme delivery, reinforcing ethical workplace practices, strengthening and improving pre-departure and reintegration outcomes for returning workers.

The workshop brought together key stakeholders, including officials from the National Employment Centre (NEC) from all district offices, representatives from the Pacific Labour Mobility Support Programme (PLMSP), Country Liaison Officers (CLOs) from Australia and New Zealand, and approved employers under the Fiji labour mobility schemes.

Permanent Secretary for Employment, Mr Maritino Nemani, said the review provides an important platform for open and constructive dialogue on existing challenges, lessons learned, and forward-looking strategies to enhance the overall effectiveness, integrity, and sustainability of Fiji’s labour mobility arrangements.

“This internal review recognizes past gaps and areas for improvement. Our focus now is on strengthening systems, enhancing accountability, increasing transparency, and building more robust processes that ensure ethical, efficient and people-centred service delivery for both workers and employers,” Mr Nemani said

He acknowledged and thanked the Governments of Australia, New Zealand and Fiji for their continued support in funding the Country Liaison Officers, describing it as a critical investment in worker welfare, coordination and the overall success of the programme. Mr Nemani also commended approved employers for the opportunities and support they provide to Fijian workers, even in challenging operational environments.

Discussions during the workshop will focus on current policy and process gaps, compliance challenges, best practices, and areas where improvements can be made to better respond to the needs of workers, employers and partner governments.

A major focus of the review is on worker reintegration and the achievement of sustainable economic outcomes for returning participants.

Mr Nemani emphasised the importance of strengthening post-return support and promoting financial literacy.

The Ministry remains committed to ensuring these discussions translate into practical, meaningful outcomes that improve the lives of our workers and the effectiveness of the scheme. By reinforcing ethical standards, strengthening systems, and deepening collaboration with our partners, we are preparing our clients for safe, sustainable and successful employment,” Mr Nemani added.
