MSAF Suspends Goundar Vessel Licence

The Maritime Safety Authority of Fiji (MSAF) has suspended the Coasting Trade Licence of the vessel Lomaviti Princess IX (LP-9) operated by Goundar Shipping Limited.
In a letter dated March 30, 2026, MSAF confirmed that the suspension was issued under Section 115 of the Maritime Transport Act 2013, citing failure to comply with prescribed licence conditions relating to the safety of ships, passengers, and cargo.
The suspension will take effect from April 1, 2026, and is expected to remain in place until at least April 30, 2026, pending a formal review. Authorities have also warned that further action may be taken if compliance issues continue.
MSAF stated that failure to adhere to its directives could result in additional sanctions or an extension of the suspension period.
However, Goundar Shipping Limited (GSL) has strongly rejected the decision, describing it as unlawful and made outside the authority of MSAF.
In a statement issued today, the company said the suspension was “procedurally improper” and carried out without due process or an opportunity to be heard.
GSL further claimed it had received communication indicating that Ellington Jetty would be closed for one month if it did not comply with certain directives, which it described as an “improper and coercive threat.”
The company maintains that it has operated in full compliance with all permits and approvals over the past seven years and has not received any prior notice of breach or non-compliance.
GSL has formally rejected the suspension, calling it “null and void,” and has indicated it will pursue legal action, including judicial review and claims for damages.
The company has also demanded the immediate revocation of both the suspension and any directive relating to the closure of Ellington Jetty.
