PSV Permit Sales Banned Under New LTA Rules

The Land Transport Authority (LTA) has introduced new rules that stop the buying and selling of Public Service Vehicle (PSV) permits in Fiji.
The changes came into effect on 13 March 2026, meaning PSV permits can no longer be transferred through sale agreements. Any ongoing or incomplete deals will not be approved.
LTA Chief Executive Officer Irimaia Rokosawa said the move is to make the system fairer and prevent permits from being treated like items for sale.
Under the new rules, permits can only be transferred in limited situations. These include transfers within immediate family, if the permit holder is migrating, if they are medically unable to continue operating, or in the case of death.
The LTA says this will help ensure that permits go to people who are actually providing transport services, while improving transparency in the system.
Members of the public are being warned not to enter into any buying or selling arrangements, as enforcement action will be taken against those who do not follow the new rules.
