Rabuka Calls for Constitutional Reforms to Enhance Governance

Prime Minister Sitiveni Rabuka has reiterated the need for constitutional amendments to ensure a more efficient and adaptable governance framework for Fiji.

Speaking on the Constitution (Amendment) Bill 2025, Rabuka stated that the proposed changes aim to streamline the legislative process and modernize governance structures.

He highlighted Section 2 of the bill, which simplifies the language of Chapter 11 by removing outdated and restrictive provisions, making it clearer and more adaptable.

Rabuka also pointed to Section 3, which seeks to enhance legislative efficiency by lowering the approval threshold for constitutional amendments from three-quarters to two-thirds and removing the requirement for a nationwide referendum.

He explained that this would allow elected representatives in Parliament to pass amendments more effectively, ensuring that governance remains responsive to national needs.

“The Constitution must be flexible and evolve with the needs of the people. This amendment will ensure that Fiji’s Constitution remains a living document, reinforcing the values and culture that sustain our democracy,” Rabuka said.

He emphasized that the revised approval process strikes a balance between stability and adaptability, allowing necessary changes to be made while maintaining strong parliamentary consensus.

He also described the reforms as a step toward modernizing Fiji’s governance system, making it more democratic and effective.

“History will not judge us by the laws we inherit, but by the laws we shape for future generations,” he remarked, urging Parliament to embrace the changes in the spirit of democracy.

Rabuka called on Members of Parliament to set aside political differences and work collectively to build a Constitution that upholds justice, unity, and the will of the people.
