Strike Action at USP: Unions Demand Removal of Vice Chancellor Ahluwalia

The University of the South Pacific (USP) is facing a significant crisis as the Association of the University of the South Pacific and the University of the South Pacific Staff Union have officially commenced strike action.

The unions are protesting what they describe as ongoing poor leadership under Vice Chancellor Pal Ahluwalia, demanding his immediate removal.

The discontent among staff escalated following the recent outcome of a Special Council meeting, which unions claim misrepresented serious grievances as merely human resources issues to be investigated, rather than addressing the concerns surrounding Vice Chancellor Ahluwalia directly.

In a joint statement, the unions expressed that "no credible investigation can take place" as long as Ahluwalia remains in his position.

They highlighted their belief that it is unacceptable for someone under investigation for leadership failures to continue leading the institution, characterizing this situation as a significant governance failure.

For months, the unions have raised concerns regarding Ahluwalia's management, referencing an independent report on his performance presented to the Council in November 2023.

Despite their efforts to engage constructively with the Special Council, the unions are frustrated by what they perceive as ambiguous outcomes that do not address the core issues related to the Vice Chancellor’s leadership, which they argue is damaging the university.

The unions pointed out that nearly four weeks have passed since the Special Council meeting, yet the Terms of Reference for an independent investigation remain unfinalized.

They accuse the Council Secretariat, which reports directly to Ahluwalia, of stalling the process, raising suspicions of deliberate manipulation.

The unions stressed that without finalizing the Terms of Reference, subsequent steps—such as calling for expressions of interest and convening the Council Committee to select a suitable investigator—will be delayed.

They expressed deep concern over the timeline, particularly since it was agreed that the investigation report should be presented at the November 2024 Council meeting.

In light of these delays, the unions are calling for the immediate suspension of Vice Chancellor Ahluwalia, in accordance with USP policy, to facilitate a fair and transparent investigation.

As the situation develops, staff members have voiced their frustration and determination to take action until they achieve what they see as necessary accountability.

The unions reaffirm their commitment to restoring the integrity of USP and ensuring that leadership is held to the highest standards for the benefit of all stakeholders, including staff and students.
